National committees

The success of the Program depends largely on the drive, initiative and enthusiasm of the regional and national committees.

To achieve its objectives, the Memory of the World Program will encourage projects and activities not only from a global perspective, but also from a regional, national or local perspective. Regional and national committees are an essential component of the structure of the Program, and they are encouraged to apply the five fundamental strategies when appropriate.

The creation of a national Memory of the World committee in each country is advocated, without establishing any rigid model in this regard. In some cases, a highly official and organized procedure will be most appropriate, and in others it will be desirable to adopt more flexible formulas.

The function and scope of work of these committees will differ depending on the resources or circumstances, although it is desirable that they dedicate themselves, among other things, to promoting or supporting applications for the international registration, to publicity, promotion and awareness-raising tasks, and to cooperate at the national level with governments, professional associations and institutions in charge of safeguarding the heritage.

When they have the strength and capacity to do so, national committees are encouraged to create their own national registry. The national committees of the Memory of the World are autonomous entities, with their own mandate and their own rules of composition and succession.

To be entitled to use the Memory of the World name and logo, they must have the authorization of the corresponding UNESCO National Commission, and in general they must meet the following requirements:

  • Maintain working relationships with the corresponding National Commission for UNESCO and the regional Memory of the World committee (when there is one), and enjoy the support of these bodies.
  • The composition of its members must reflect the country in terms of its cultural and geographical characteristics, important cultural groups, and have the relevant theoretical and practical knowledge.
  • Establish in writing its mandate and regulations, including the criteria that govern its composition and succession in office.
  • Have the capacity to carry out their mission (which means having funding and support, links with the main archives, libraries, museums and relationships with official bodies).
  • Work with transparency (with respect to the objectives of the Program, the registry selection criteria and the preparation and definition of periodic reports).

National committees must submit to their National Commission for UNESCO an annual report of their activities, of which they must send a copy to the Secretariat and the corresponding regional committee. They must also provide the Secretariat with copies of their regulations and procedures, project contracts, and any other documents that are requested.

In countries where there is no national Memory of the World committee, the National Commission for UNESCO may decide to assume equivalent functions and responsibilities, including maintenance of the national registry, while still encouraging the creation of a national committee. autonomous as soon as possible.
